Ontario businesses draw on two layers of funding at once: the federal programs open across Canada, and a provincial layer delivered through bodies like the Ontario Centre of Innovation (OCI) and FedDev Ontario. The two stack — a manufacturer can hold a federal R&D grant and a provincial capital grant on the same project, as long as the combined support stays inside each program’s limits.
The provincial layer has its own character. Ontario leans on cost-shared capital and commercialization programs — regional development funds like the Eastern Ontario Development Fund, OCI’s commercialization streams, and sector funds for advanced manufacturing — more than on the refundable tax credits Quebec favours. Media and technology firms are the exception: the Ontario Interactive Digital Media Tax Credit is one of the country’s more generous refundable credits.
